We’re not political insiders—we’re your neighbors. We run businesses, raise families, and volunteer in our community. Together, we wear dozens of leadership hats in our small town. And frankly, we’re busy. But after seeing how the first round of property tax cuts affected Hot Springs County, we couldn’t ignore a proposal to cut them even further. Communities Over Cuts was formed to speak up, share the facts, and protect the services we all depend on.
Shurie Scheel
PAC President
Shurie Scheel is a lifelong Hot Springs County resident, a Thermopolis business owner and community leader who understands firsthand how policy decisions affect our community. She serves as Board President for the local economic development organization and a nonprofit focused on helping students who have left the traditional education system find a path forward. A longtime member of a local service club, Shurie has dedicated her life to service and making Hot Springs County thrive. Through her involvement in housing, workforce, and broader community development efforts, she has seen how critical stable funding is to keeping communities strong. She is involved in Communities Over Cuts to ensure voters have a clear, honest understanding of what’s at stake.

Kim Bartlett
PAC Treasurer
Kim Bartlett was elected Wyoming's Democratic National Committeewoman in 2024. Prior to that, Kim served as Chair of the Hot Springs COunty Democratic Party, and was a Democratic candidate for House District 28 in the 2022 election cycle. With an educational background in business, law and human rights, she is a partner in four local microbusinesses with her husband, 5th generation Wyoming native John Fenton. She also serves as Secretary for Thrive Thermopolis (economic development), as the Executive Director and Market Manager for the Thermopolis Farmers & Artisans Market, is a founding member of the Hot Springs County Local Government 101 team, and serves with her husband John on a local People for People team. Kim enjoys gardening, ethnobiology, hiking and spending time with her husband, four dogs and two cats.
